Kwon emphasizes that AI regulation should be developed at the federal level, promoting a cohesive national framework rather than a patchwork of state-specific laws.

SB 1047, introduced by California State Senator Scott Wiener, aims to set standards for testing AI models, ensuring safeguards against potential risks. The bill also introduces whistleblower protections for AI lab employees and grants the California Attorney General the authority to pursue lawsuits if AI models cause harm. Despite these goals, Kwon argues that such regulations could hinder progress and undermine California’s status as a hub for AI development.

Senator Wiener responded by stating that the bill “forces big AI labs to do what they’ve already committed to doing: testing large models for catastrophic risks.” He emphasized that the bill’s provisions apply to all companies operating in California, not just those headquartered in the state.

The bill is awaiting a final vote and could soon reach Governor Gavin Newsom’s desk for approval.
